Personnel Management (PM) and Human Resource Management (HRM) refer to the management of people at work. Personnel Management is still seen in small organisations having few employees while HRM is often seen in large enterprises. Although both PM and HRM are concerned with managing people at work but there are significant differences between them. PM uses reward and punishment to manipulate them to achieve organisational objectives. On the other hand, HRM views people as an invaluable asset that must be managed in such ways to win their commitment to organisational values and vision so as to achieve superior business outcomes. Through implementation of appropriate policies and practices HRM makes significant contributions to the achievement of organisational objectives. The implementation of HRM policies and practices is delegated to line managers as they are involved in the management of employees to get work done and the HR managers assume a more strategic role in supporting the business strategy. The overall task for this assignment is therefore to provide an understanding of the human resource management role and function within the key areas of resourcing, reward, development, legislation and relations for the businesses. Task 1: (a) Distinguish between personnel management and human resource management (Covers AC1.1) (b) Assess the function of human resource management in contributing to organisational purposes. (Covers AC1.2) (Guidance: You have to discuss recruitment, selection, training and development, reward system, performance appraisal, employee relations, compliance with employment legislations) (c) Evaluate the role and responsibilities of line managers in human resource management. (Covers AC1.3) Guidance: Line managers have to implement all the policies and practices of HRM to include HR planning, induction, recruitment, selection, retention, termination of employment, performance appraisal, handle grievances, resolve conflicts, promote sound industrial relations, demonstrate good leadership, encourage employees to actively participate employees in decision making & comply with all employment legislations etc. To achieve M1, you will make effective judgements about HRM contribution to organisational Objectives. To achieve M2, you will have used appropriate academic research for the role and responsibilities of line managers in human resource management.
