They confer advantages and disadvantages, cause pleasure, irritation and pain, and collectively have important consequences for our well-being and happiness. They constitute a significant portion of our environment." Elaborate on this statement. Question 2: (a) " A policy problem can be defined as a condition or situation that produces needs or dissatisfaction among people and for which relief or redress through governmental action is sought". What characteristics make a problem public? (b) " A policy agenda includes all those issues that policy makers have selected from a variety of problems with a view to paying close attention to such issues". Outline the different ways problems may achieve agenda status.
