ASSIGNMENT
Introduction and background notes (vocational context)
You are a senior student of health and social care at ICON College in East London. After graduation
you have gained employment working with vulnerable groups in a health and social care. You are
confident that you have developed an understanding of the factors of abuse, and that you have
studied the working practices and strategies to reduce and prevent its occurrence.
Task 1A: LO1 Understand the factors that contribute to the incidence of abuse and harm to
self and others

Mary lives in Tower Hamlets and contacted social services with concerns about her mother's
wellbeing. Her mother who is Mrs P, is a widow in her early 80's, and Muslim was diagnosed with
dementia in 2011. Her son and daughter assisted her in making Lasting Power of Attorneys (LPA) in
relation to both her Property and Financial Affairs and Health and Welfare, with her children acting
jointly. At this time, there were no concerns about Mrs P's capacity to make these LPAs.
Both adult children had contact with their mother, and Mary assisted her mother with online
shopping, home maintenance and arranging carers to assist her mother as and when required.
Mary became concerned about her mother when her brother unexpectedly moved in with Mrs P and
his family and began to make changes. The brother removed photos of Mary and her contact details
and would not allow Mary to see or speak to her mother. He threw things away without asking,
including furniture and personal possessions, rearranged the layout of the home and changed the
locks so that Mary could not access her mother's home. The family of four who moved in after she
had spent almost two decades living alone overwhelmed Mrs P. Mrs P became stressed and
anxious because her son told her that Mary wanted her to go into a care home, which was
completely untrue and would make derogatory remarks about Mary to Mrs P. Mrs P's appearance
was also affected. Her appearance including her clothes was always dirty and her hair was not
combed. She appeared to have bruises on her arms as well. Mary was also concerned about her
mother's finances, and evidence later showed that her brother was spending her mother's money as
if it were his own, making no contributions to utility bills or groceries and withdrawing cash using Mrs
P's debit card for unknown purchases for his family.
Mrs P became more anxious and confused by the situation and Mary alerted Social Services to
these safeguarding concerns. Mary did not believe that her mother's best interests were being metP a g e 3 | 9

by her brother and felt that her mother's dementia had worsened, so she wanted to know what she
could do to protect her mother from harm.
What you must do
Scenario
You are a social worker for the borough of Tower Hamlets where Mrs P lives and have been
assigned to meet with Mary and Mrs. P and produce a report to include the following questions
below. Apply your answers to the case study as well.
1.1 In the first section of the report you should explain why particular individuals such as Mrs P
and groups may be vulnerable to abuse and/or harm to self and others. [P1.1, M1]
1.2 In the second section of the report you should review risk factors which may lead to incidence
of abuse and or harm to Mrs P and others. [P1.2, M2]
To achieve M1 an effective approach to study and research has been applied when reviewing
risk factors that may lead to incidence of abuse and harm to self and others such as found in the
case scenario.
To achieve M2 complex information/data has been synthesised and processed when explaining
why particular individuals such as Mrs. P and groups may be vulnerable to abuse and or/harm to
self and others.
Task 1B: LO1 Understand the factors that contribute to the incidence of abuse and harm to
self and others

Task 2: LO2 Understand current legislation, policy and professional involvement regarding
abuse in health and social care contexts

During the last few years high profile serious case reviews and criminal trials have been
concluded, which all involved a mother killing one of her children despite the involvement of
several agencies in the child's life.
The first was the case of Daniel Pelka, a four-year-old living in Coventry who was singled
out for abuse and neglect by his mother and her partner until his death from a blow to the
head in March 2012.
The second was the case of Keanu Williams, a toddler living in Birmingham who died with
37 separate injuries on his body, inflicted by his mother in early 2011.
The last was the conviction of Amanda Hutton in Bradford Crown Court for the severe
neglect and manslaughter of her four-year-old son, Hamzah Khan. The boy's mummified
remains were found in his cot in September 2011, two years after his death in the squalid
flat where other children were living
Using the case studies highlighted above to answer the following questions in a report:
1. Analyse the strengths and weaknesses in current legislation and policy relating to those
vulnerable to abuse in the case studies above. Cite relevant legislations and policies relating to
the case studies. [P2.1]
2. Explain what the role of different professionals involved in protecting vulnerable service users
from abuse in the case studies above. You will need to do some more research on the internet
about each case. You can also apply your own relevant workplace experience. [P2.2, D1]

What you must do
Safe working practices
One of the key functions of the Safeguarding Children's Board is to ensure that there are
multi-agency policies and procedures for safeguarding and promoting the welfare of
children. This includes dealing with allegations against people and the recruitment and
selection of adults who work with children.
There is a responsibility for agencies, groups and volunteers who are engaged in any work
with children and their families, to have policies, systems and processes in place that
support these multi-agency safeguarding arrangements. You are to present a report at the
next meeting at your local East London Safeguarding Children's board.
1. In the first section of your report you must explain what are existing working practices and
strategies designed to minimise abuse in health and social care context using the case studies

3. Preparation guidelines of the Coursework Document
a. All coursework must be word processed.
b. Document margins must not be more than 2.54 cm (1 inch) or less than 1.9cm (3/4 inch).
c. Font size must be within the range of 10 point to 14 point including the headings and body text
(preferred font size is 11).
d. Standard and commonly used type face such as Arial should be used.
e. All figures, graphs and tables must be numbered.
f. Material taken from external sources must be properly refereed and cited within the text using
Harvard standard
g. Do not use Wikipedia as a reference.
4. Plagiarism and Collusion
Any act of plagiarism or collusion will be seriously dealt with according to the College regulations. In
this context the definition and scope of plagiarism and collusion are presented below:P a g e 8 | 9

Plagiarism is presenting somebody else's work as your own. It includes copying information directly
from the Web or books without referencing the material; submitting joint coursework as an individual
effort.
Collusion is copying another student's coursework; stealing coursework from another student and
submitting it as your own work.
Suspected plagiarism or collusion will be investigated and if found to have occurred will be dealt with
according to the college procedure. (For details on Plagiarism & Collusion please see the student
hand book)
5. Submission
a. Initial submission of coursework to the tutors is compulsory in each unit of the course.
b. Student must check their assignments on ICON VLE with plagiarism software Turnitin to make sure
the similarity index for their assignment stays within the College approved level. A student can check
the similarity index of their assignment three times in the Draft Assignment submission point
located in the home page of the ICON VLE.
c. All Final coursework must be submitted to the Final submission point into the unit (not to the
Tutor). A student would be allowed to submit only once and that is the final submission.
d. Any computer files generated such as program code (software), graphic files that form part of the
coursework must be submitted as an attachment to the assignment with all documentation.
e. Any portfolio for a unit must be submitted as a hardcopy to examination office.
f. The student must attach a tutor's comment in between the cover page and the answer in the case of
Resubmission.
6. Good practice
a. Make backup of your work in different media (hard disk, memory stick etc.) to avoid distress for loss or
damage of your original copy.
7. Extension and Late Submission
a. If you need an extension for a valid reason, you must request one using an Exceptional Extenuating
Circumstances (EEC) form available from the College examination office and ICON VLE. Please note
that the lecturers do not have the authority to extend the coursework deadlines and therefore do not
ask them to award a coursework extension. The completed form must be accompanied by evidence
such as a medical certificate in the event of you being sick.
b. Late submission will be accepted and marked according to the college procedure. It is noted that late
submission may not be graded for Merit and Distinction.
c. All Late coursework must be submitted to the late submission point into the unit (not to the Tutor).
A student would be allowed to submit only once and that is the final submission.
