Purpose of Assessment The purpose of this assessment is to evaluate students for the performance outcomes, skills and knowledge required to develop, implement and maintain a strategic approach to managing human resources in an organisation ensuring that the organisation has the structure and staff to meet current and foreseeable business and performance objectives. Description of Assessment This task requires engaging students to assess interpersonal, communication, and collaborative skills to individuals employed as human resource managers after a firm grounding has been established in a range of human resource activities. Total Marks: 70   CASE STUDY C Design is a design & communications consultancy established in 1983 by Francis Greenaway, an English national who perfected his design skills at the City of London Polytechnic. C Design almost immediately positioned itself as Sydney's market leader in design services, and was responsible for some of the most recognisable brands and identity systems in Australian business and the public sector. Greenaway's ability and track record as one of the country's most capable creative directors, possessing the rare ability to translate the values and the language of business and institutions into quality visual systems and effective design, held the business in good stead for many years. This was proven by the enduring nature of C Design's work for institutions such as the National Library of Australia, Australia Heritage Commission, National Museum of Australia, Art Gallery of NSW, and the NSW Parliament. C Design has also maintained an impressive publishing portfolio for leading arts and cultural institutions as well as prestige projects for top tier professional firms and major corporations. The C Design team C Design has a permanent staff of three immensely loyal and highly skilled graphic designers as well as Francis (CEO and Creative Director) and his wife Glenda (Operations Manager with a background in architecture and exhibition design). Senior designer, Amanda Manson is team leader during busy times or when Francis and Glenda are fully occupied with projects. The two other designers are: Carrie Golightly – 2nd tier to Amanda in both design skills (Carrie handles much pre-press work) and client servicing, and Van Hong – also a skilled designer who has some knowledge of studio IT systems. The current COFA intern is Holly Main who is largely involved in administration with a little design work mostly to do with finished art (pre-press) and some conceptual mock ups. Personality-wise: apart from Francis, the team tends towards being classic introvert types, more interested in doing the work than in being involved and focused on the development of new business. Sensing this, Francis employed a marketing consultant, Ray Kovak, to develop a strategy for growing the business. Services C Design's prospectus and website lists its services, which include the design, implementation and management of: - Exhibitions and visitors centres - Visual identity programs - Books and publications - Corporate communications - Marketing collateral - Urban and environmental signage Client base Although boasting three existing long-term clients (including one large corporate account, a NSW State Government Department and a nationally renowned cultural institution), by 2007, C Design found itself no longer a market leader in design but a business under siege and one in grave danger of becoming redundant. Declining profit centres In the past, C Design made substantial profit from print jobs and large print runs. In the last two years however, there has been a marked push away from large print runs with many publicly listed companies offering shareholders and others the opportunity to view online PDF versions (reports, environmental and annual, stakeholder documents etc.). Although this has not yet been vigorously adopted by all of their clients, it would seem that this is a future direction as it is both environmentally sound and a huge saving to clients. A new ultra-competitive environment In response to the business situation, a more formal trend analysis was undertaken which uncovered some interesting data regarding new entrants to the market. Due to the arrival of next generation computer design technology and software (i.e.: QuarkXpress, Adobe Creative Suite) around the late 1990's, C Design's undoubted credentials and capabilities had been suddenly overtaken by a proliferation of these new entrants, including sole operators providing similar design solutions, and who were more than willing to substantially undercut in price. This new 'ultra-competitive' market situation was further impacted by the rise of a number of design and multi-media colleges offering a variety of training courses in the use of these design packages. It was as if almost anyone could train up and provide design solutions faster and cheaper than the old school classically trained designers and art directors. To add to this vigorous competitive environment, there was a move by many institutions, corporations and government departments to employ communication managers with the qualifications and knowledge to set up in-house studio operations consisting of 'desktop publishers' who knew there way around the new generation software to provide everything from marketing collateral, business presentations and even digital interactive solutions, (websites and intranets) with great skill and immediacy. 4-phase growth strategy Strategy development was undertaken, and a '4-phase' strategic plan was formulated with input from the team, focused on a market development growth strategy: new products for the existing market. The new products were digital design including: - Websites - Microsites - Digital campaigns - Social media - Games The 1st phase included a marketing plan to develop new business including the purchase and population of contact database software, growing quite rapidly to contain 1200 targets in a variety of industry sectors. In mid 2010, the 2nd phase of the plan was actioned which saw C Design undergo a program of brand repositioning. This began with a 're-jigging' of their own visual identity (logo) and upgrading existing marketing collateral (high quality brochure) and the commission and design of a more developed interactive website New premises C Design also moved premises from an old terrace in Darlinghurst (where they had been for over 20 years), to their own space in Mountain Street, Broadway (the new advertising belt), which they own with only minimal mortgage debt. They also took the opportunity to upgrade their IT systems to the latest Mac platform. New products – existing market Phase 3 focused on developing new 'design' products for the existing market, which broadly covered 3 sectors: - Corporate - Government - Arts HR strategy Phase 4 required the outsourcing of human resource capability to develop an HR strategy and implementation. International HR group, PEOPLE, was chosen to undertake this phase of the project that required the alignment of the strategy to the corporate strategy and business strategies. PEOPLE consultant, Deborah Page was charged with the task of developing the strategy, which was to initially recruit a digital producer to design the new product offerings, with the personalities, skills and competencies required to deliver C Design's digital products to the existing market. It was envisaged that other specialists would be recruited as the business grew. The recruitment process would involve the utilisation of online sourcing, and not recruitment agencies or specialists creative 'head-hunters' to keep costs down.
