The Singapore-KL HSR will be the first in South East Asia. Its technology is different from that of the current MRT. It is estimated to take one year to award the contract, one year to design and five years to implement the system. A Singapore project team needs to be formed to evaluate the different technologies and packages offered by the contractors, work out the financing model for the project implementation and operations, and possibly take over the maintenance in the future. It is essential to have a good project team due to the importance and complexity of the project.

(a) Examine and name three (3) different types of staff or professionals that you need to recruit, and explain one (1) attribute in each of them you are looking for that will benefit the project.

(b) Compare and determine the most appropriate Project Management Structure for HSRP. Discuss two (2) reasons of adopting this structure. Examine one (1) disadvantage and provide one (1) solution to alleviate this disadvantage.

(c) The choice of a station site will have a strong and lasting impact on the success of the project. The project team has narrowed down the Singapore station to three alternative sites: Tuas West, Jurong East and City Centre.

Apply multi-weight scoring model method with scale of 1 to 5 (1 as least favourable;5 as most favourable) for both weightages of criteria, and ratings of alternatives tochoose the site. First, you have to decide appropriate criteria to choose the site and consider the criteria's relative importance. Then, you have to rate the sites for each criterion, and evaluate the total scores, using Table 1 as template. Finally, determine the best site for Singapore Station. You have to justify the most important criteria. For each criterion, you have to

evaluate and provide justification for the alternative with the highest rating.

Note: You may conduct research on the pros and cons of the sites. Your decision need not be the same as that announced by the Government.
