Assume you are the site manager in charge of the construction of the Strathfield apartments
with the above documentation, and that it has been decided to use AS4000 as the standard
form contract for the project, and AS4901 as the subcontract. Obtain a copy of AS4000 &
AS4901. You can download a copy from Saiglobal using the online TAFE library access
method described on the OLS Course information page. Also obtain the construction
schedule for the project - this was provided in the assessment for unit CPCCBC5002A –
refer to the OLS Assessment information link for the unit if you need a copy.
• Review the collected documents, and identify what subcontractors you need to build
the project.

briefly – as a minimum inspect each plan for a minute or so initially to see what it contains,
and the general arrangement. Also briefly review the BoQ and specification.
a. Prepare a list of subcontracts that you will need for the project, and then order the list
into your preferred construction sequence. Use this list to create a call forward
sheet for the project which you need to submit for marking. A call forward sheet
template is provided in the Assessment information link. Determine and show on the
call forward sheet the work day number that each contractor is required to
commence on site - i.e. Day 5, Day 20 etc. - do not use dates. Also assume that
work starts on site on Day 1. Clearly describe on the call forward sheet what items of
work this contractor is to do. When determining the subcontractors required, make
sure you identify any requirements for specialist skills, requirements or
competencies, and note these on the call forward sheets. Do not fully complete other
aspects of the call forward sheet.
b. Use all relevant information you have collected to develop a formal organisation
layout for the project – this should show how you would structure the labour on the
project and include both labour for direct employees and subcontractors. Note your
structure needs to conform to requirements of AS4000 contract conditions, and
should assume that the principal will supply plans and specification but not a Bill of
Quantities to the contractor (AS4000 Clause 8.3) A simple example management
structure for a project that includes both design and construction is shown in Figure 1
below.
c. Prepare a list of special conditions of contract that you would want to use with
subcontractors on the project. Assume that you intend to use AS4901 as your
subcontract generally on the project. (AS4901 is a companion document specifically
prepared to be compatible with AS4000.) Consider whether to include or omit for
example coverage in the following areas:
• WHS
• Environmental planning
• Industrial relations
• Co-ordination of works
• Quality
• Prior works
• Protection of works
• Programming i.e. clause 33 of AS2545
• Dispute resolution
• Services to be provided by contractor in relation to materials handling,
crane, man and material hoist, toilet facilities and power and on which level.
i.e. is Subcontractor responsible for unloading trucks, and the provision of
any site sheds etc.
• Back charges
• Insurance
• No further claims clauses – i.e. at the end of job, or within 21 days or forfeit
• Contractors right to dismiss – i.e. contractor retains the right to dismiss
employees from site for reasonable cause, or for any cause the builder
considers reasonable, or at the builders discretion, with a requirement for
arbitration, and whether to include safety, non-performance etc.
• Novation or assignment of subcontract
• Contractor power to vary or omit works – i.e. contractor can vary
• Essential services certificates – i.e. subcontractor to provide essential
services certificates for work completed prior to any termination
• Prior work - i.e. the subcontractor is deemed to accept the adequacy and
completeness of the prior work as soon as he commences work on the prior
work, and make no claims for variations for the inadequacy of prior work.

In this part you need to compare and evaluate subcontract quotations for formworker and
concretor work and determine which should be used on the Strathfield Apartment project.
You are to assume that you are the Project Manager for the multi storey unit development
and your program requires you to let the subcontract for CONCRETE and FORMWORK for
the project urgently.
You elect to use a Dincel reinforced concrete wall system instead of basement block walls
shown for its speed advantage.
You have received the attached four (4) quotations from the purchasing officer for the
works. Analyse and compare these quotations by comparing them with your original
tender budget for this work and decide which is the most cost and time effective so
that a sub contract can be raised.
All the subcontractors have successfully done work for your company previously and are
deemed equally proficient as each other to effectively carry out the specified works.
Liquidated damages on the project are $4,500 per day. Builder's site O/H costs are $2,000
per day. Assume all activities are programmed on the critical path.
Use the following tender budgets for your comparison.

Note: Formwork and falsework cost above includes to S&P Dincel. Concrete includes a
waste allowance of 5% on measured quantity from drawings. Reinforcement quantity of
150kgs/m3 concrete is the theoretical reinforcement quantity, and a rolling margin of +5% is
to be expected if trucks loads are weighed.
It is estimated that 12 concrete pump setups will be required to complete the works.
A normal working day is deemed to be from = 7am to 3.20pm and includes 20 mins extra
per day to accumulate a rostered day off once every 4 weeks. The work is expected to take
65 working days.

In this part you need to develop a range of documents and procedures for use managing
subcontractors over the life of a building project similar to that detailed and used on the
Strathfield Apartment project.
a. Prepare a subcontractor pre award interview template that you can use when
assessing and comparing the merits and suitability of lowest tenderers. Many
companies include in their subcontracting procedure a requirement that the lowest 2
tenderers are interviewed. The template is to be used to record the interview and
determine whether the subcontractor has allowed for all work needed. It should
include adequate coverage of the following areas:
• General contract, special conditions and pricing
• Suitability (licencing, insurance, supervisors, number of workers, financial, other
projects etc.)
• Programming (working week length, start & finish dates etc.)
• Insurance (kinds, currency and policy numbers etc.)
• Code of Practice compliance
• Safety
• Quality assurance
• Ancillary, incidental and contractual items, and builders work with the trade (i.e.
crane, hoisting, storage, penetrations.)
• Schedule of facilities/services/plant and whether supplied by builder or tenderer
• Payment conditions
• Authorised parties signatures
f. Prepare a procedure (that is a brief written description of requirements) and a
template for the selection of subcontractors not currently on the company
books Make sure you include the selection criteria to be used, how to gather
information about previous work history, and requirements for qualification, licence
and credit checks.
g. Describe the communication process to be adopted and used by
subcontractors on the site i.e. printed or electronic, mail or web based, site
meetings, etc. to facilitate document distribution, access, retention, verification and
checking of communications
h. Prepare a procedure (that is a brief written description of requirements) and
templates for use in the performance management of subcontractors. You should
consider and include in the procedure the following 2 (two) aspects:
• How to deal with poor subcontractor performance. Outline steps you would
take to conduct a performance interview with a subcontractor about
unsatisfactory work quality, speed of work etc. Include key questions you would
ask, activities you would include in any action plan, and details of the monitoring
you would undertake to ensure that poor performance does not happen again.
Explain which staff you would interview to investigate the poor performance.
Provide a template for use to record a meeting about unsatisfactory performance
under the contract and record agreed solutions.
• How to evaluate and record and summarise overall subcontractor
performance on completion of the work. The procedure can state who should
evaluate performance i.e. job supervisors/site managers and the items to be
considered. Also provide a template for use to record the evaluation. Areas you
could consider in the overall performance evaluation include time, cost, quality,
environmental, WHS, personnel, industrial relations and similar parameters.
Include a place on the template to record a recommendation whether to reuse.
Will the outcome be disclosed to subcontractors?
i. Prepare an outline of items to be explained at the site induction of contractors on the
project, including any commencement forms and paperwork that would need to be
completed.
