A: Prepare instructions for the drafting of an amendment Bill. These instructions should include (but are not restricted to) the following:1. The name of the principal Act to be amended2. A title for the amending Bill3. A definition of cannabis oil4. Details of types of medicinal cannabis covered by the Bill 5. Whether provisions are required to regulate who may administer the production and distribution of the oil. If so, who should make these provisions?6. How should the oil be made available? Specialist outlets; pharmacies; dairies?7. Details of amendments which will need to be made to other legislation8. An explanatory note which will be appended to the front of the Bill9. To assist the Drafter, provide fully drafted front page of the Bills with drafted clauses for the Title; Commencement; Purpose and Interpretation.B: Answer the following process questions:1. Who may draft, and who is likely to draft, a member's Bill?2. Is the Bill required to have an explanatory note? What components do these notes have? Who prepares them? Can these notes be used in interpreting resulting law? Would they mention background?3. How would the Bill normally be introduced? (Are there other ways it could be introduced?)4. Would the Amendment Bill be vetted for (in)consistency with the principal Act?.5. To what select committee would the Bill be referred?6. Would it necessarily be the subject of public submissions?7. Could it be adopted as a Government Bill?
