Task
You are to Research and Report on “building control” requirements for the use
of materials used in residential buildings, as part of building methods, which
includes service installed.
This satisfies the following Elements from the Unit of Study: 1

Conditions:
This Assessment will require you to undertake research as part of the preparation required before writing
your report, which will require addressing all the UNIT ASSESSMENT TASKS, as outlined.
Your work will include extensive research to become familiar with construction of Class 1 & 10 Buildings.

PURPOSE OF ASSESSMENT
To understand compliance for materials and installation of services in
accordance with Building Control Requirements to Residential Construction.
Students are to identify Compliance in accordance with Building Codes &
Australian Standards, for Residential Buildings Class 1 & 10 buildings, up to 3
storeys and less than 2000 m2.

TASK DESCRIPTION
TASK A
1.
Please explain briefly, the Hierarchy of “Building Control” Legislation in Victoria, which
regulates building work.
In your answer explain,
• How the legislation adopts the National Construction Series, (NCC), to regulate
materials, and building methods used in Construction.
• Whether this approach is similar or different in other states and territories in
Australia.
2.
You are to explain the system of “Building Control”, and the role of the Building
Surveyor, when assessing building materials used in construction.
In your answer, please explain:-
The objectives of the Building Code of Australia (BCA), and the role of the National
Construction Code, (NCC) with building compliance.
Explain the Performance Requirements in the NCC, outlining:
o Deemed-to-Satisfy, and
o Performance Solution, (formerly known as an “Alternative Solutions”)
You are to explain the Building Surveyors role in applying a Performance Based Code. In your
answer provide examples for each of the Performance Requirements.

You are to explain the Assessment Methods under the NCC used to determine
compliance of D-T-S, and Performance Solutions.
In your answer, please explain the evidence of suitability and the role Building Surveyor
under “Building Control”, when making a determination for the acceptance of a

the importance of the building classification, for the “assessment methodology”,
used by a Building Surveyor, when applying compliance for the assessment of a
proposed building Permit.

You are to PREPARE a Construction Site Inspection Checklist which can be used to assess a
building site, so as to all record the relevant site features. The Purpose of the inspection is to
ensure that information is recorded on the site plan, as part of the working drawings

A sample template has been provided, which you can either hand write or complete
electronically, which is in a EXCEL format. Checklists are to be printed in a A4 format
You are required to select a building site, and assess the Site. You will be required to include
site photographs of the proposed land/building, to assess whether all site features were
recorded on your inspection. A sketch plan of the site must be included as part of your site
assessment
