Purpose
In your final Essay you will create a Proposal argument that offers a solution for a problem. You
will use outside research to support your thinking, but as with all your work in this class, any
research used must either support or disagree with your ideas—don’t just summarize all you can
find on a topic.
A Proposal identifies a problem and offers a potential solution. Consequently, all Proposals must
accomplish at least three things:
1) Establish the existence and significance of the problem;
2) Offer a plan to solve (or begin to solve) the problem; and
3) Address implementation – how to begin.
As always, the most important thing is how you explain your reasoning. Anyone can come up
with lots of ideas or bold assertions, but your job as a writer is to convince the reader that your
ideas/assertions have merit. Don’t ever assume the reader will simply see things the way you do.
Format
As with all of our formal Essays, this one should have:
• An introductory paragraph that both hooks the reader and explains the Essay’s focus;
• A clear, specific, argumentative thesis statement;
• Clear PEE structure for each paragraph; and
• A conclusion that comments on the significance of the thesis and what you have
discussed.
Proposal Essays, in particular, lend themselves to using headings and subheadings to divide
sections of your essay. If it will help your reader, feel free to do so.
Finally, you must include at least eight outside sources. At least four of these sources should be
formal/academic. That means they must be from a scholarly source, like an academic or research
journal or a scholarly book/essay. Your other sources should be at least from a newspaper or
“serious” magazine/website (like Time, U.S. News & World Report, CNN.com). Do not use blog
posts, random websites, etc. Integrate the sources into your work, cite them according to MLA 8
standards, and provide a Works Cited page.The Essay should be typed, doublespaced, Times New Roman, 12 pt font, around 2,500 words / 8-
12 pages.
Options
This one is totally up to you. My suggestion is to look around you—at your friends, family,
classes, work, tools, toys, etc. What drives you crazy? What do you wish people, communities,
or your gadgets would do? Once you identify a problem, research to see if it really exists. Then,
brainstorm potential solutions. Consider everything—even the ridiculous/controversial can make
for excellent papers.
What I would highly recommend you avoid is the kinds of topics that spring immediately to
mind and have been done a zillion times. Your goal is to say something new and original.
Remember that you're trying to impress me, and I have taught for a lot of years and read a lot of
student essays.
Topic Proposal
After submitting, you may not change your topic without approval. Your proposal should
address:
1) An awesome introduction paragraph that makes me want to read your essay
2) A one paragraph description of the problem you have identified
3) A one paragraph description of the tentative solution(s) you have come up with
4) Four possible sources for your essay, listed in MLA 8 style
Annotated Bibliography
A list of at least 6 sources (at least 3 scholarly) with commentary that you will use to investigate
and make your argument. Use MLA 8 format. See attached guidelines.
Outline
A complete and detailed outline of your argument. The thesis must be clearly stated. Present the
major Claim, Subclaims and evidence that will support your argument in a logical organization.
Also indicate possible Counters/Rebuttals/Concessions.
Working Annotated Bibliography
Your working, annotated bibliography provides a record of the sources you've consulted
as you work on your research writing project, following the MLA 8 system. Each entry
should do three things:
1) List the source in MLA 8 style, as it would appear on the Works Cited page
2) Summarize the main argument of the source
3) Explain how you may use it in your paper.
Cooper, Mary Ann. “Point-Counter-Title IX: Battle of the Sexes Continues.” Dialogues: An
Argument Rhetoric and Reader, Eds. Gary Goshgarian and Kathleen Kreugar, Longman,
2008, pp. 456-459.Cooper, through her writing, talks about the two different viewpoints on Title IX.
Specifically she has five major points either for or against this law: It’s only about sports
programs, it penalizes male athletes and universities, it is nothing but a sexual quota
program, it proves men play sports more than women, and that Title IX is not needed any
longer. This argument should support and refute my position on Title IX with these
examples, and some stats that Cooper uses in her work will also prove useful.
Gavora, Jessica. Tilting the Playing Field. Encounter Books, 2002.
This book talks about both sides of this controversy. Gavora is against Title IX, because
she thinks that women should get better at sports in order to receive the same amount of
support, however, she does use a bunch of support, including words from the president of
the U.S. which I think will be a strong case to backup my paper.
Lynch, Michael W. "Title IX's Pyrrhic Victory." reason.com. Reason Magazine, Apr. 2001,

This is by far the most extensive of magazine articles on Title IX. It talks about
everything there is dealing with Title IX. It mentions quotas; it talks about specific
examples which can be used as support both for and against my argument. This article
basically sums up the history of Title IX, from when it was first made a law, to present
day.
“What's at Stake.” Savetitleix.com. The MARGARET Fund of NWLC, 2005, titleix.info/10-

This online article focuses in on how colleges and universities still get around Title IX,
but it supports the growth of women’s athletics. The article talks about such things as a
400% rise in college female participation, and an 800% rise in high school female athletic
participation. All the more need for this law.
