1. The field of Human Capital Management (HCM) is becoming challenging day by day. From personnel management, it transformed into HRM and since the early part of the 21st century, a more befitting nomenclature appears to be human capital management (HCM).
a. Compare and contrast the similarities and/ or the differences between personnel management, human resource management and human capital management.
b. As a Manager / Senior Manager of human capital management (HCM) department in your organization, discuss what are the steps that you will take to ensure the optimization and realization of HCM practices?

About the companies: Positivo is a real company but ARTS is not, it is fictitious. It only exists for this case study assignment. So the information you have about the company is the information in the assignment including the information on ARTS’ main product, the TITAN. About the numerical evaluation in point 6: You are supposed to find real information on the situation in the Rwandan and Western markets on the internet. Based on this information you can numerically identify the likely return for producing and releasing the Titan for sale in the Rwandan versus a Western market. About the word limit: As you can find on LMS, the instruction set of the assignment has been adjusted. You can make use of tables in specific parts of the assignment as indicated in the instruction. TASK :
You are a strategic analyst working to provide critical data for the Taiwanese technology firm Alpha Response Technology Solutions (ARTS).
You are in receipt of twenty pieces of raw field intelligence (linked at the end of this article) describing the entry of Positivo BGH, a major competitor to ARTS, into Rwanda.
ARTS exists in in conditions of uncertainty, and is considering an attack on the Rwandan technology market, currently dominated by Positivo BGH.
You need not limit yourself to the source data (below) in creating recommendations for ARTS.
It is your task to provide a quantitative assessment for the establishment of an ARTS venture in the Rwandan Special Economic Zone, specifically a manufacturing plant for portable computer technology.

The Chief Executive Officer of ARTS is a former University classmate of Positivo BGH's CEO, and the two share a deep seated and emotional rivalry around CPU designs and ownership, with ARTS CEO claiming his designs were copied by Positivo BGH for an entry level computer now being used to exploit the Rwandan marketplace, cheap manufacturing labour, taxation incentives, Western emotion over failure to intervene in the 1994 Rwandan genocide, and developmental dollars from the World Bank.
The CEO of ARTS has instructed his staff to prepare for the establishment and production of a technology design and manufacture facility in the Rwandan Special Economic Zone, specifically to rival that of Positivo BGH.
You will must provide a quantitative analysis of this situation and provide a recommendation based on this to ARTS.
Your written response must:
Organise and categorise the information you have received in tabular form.

6) In a table numerically identify the likely return for producing and releasing the Titan for sale to the Rwanda domestic market versus sale to a Western market.
7) Based on the tabulated numeric data for (6) above make a written recommendation for this venture.

Using renowed and seminal HR competency models developed by Ulrich and his notable team, how can you integrate the understanding of the said competency models into your current HRM / HCM practices? It would be advisable to refer to only one of the models of Ulrich and his team.
3. Human Capital Management (HCM) continues to face challenges all the time. Give five (5) challenges that are currently faced by HCM.
