Over the years, the government had been concerned with the declining birth rates and had implemented many schemes and policies such as the baby bonus and enhanced maternity leave to encourage Singaporeans to give birth. The latest effort is the shared paternal leave(http://www.mom.gov.sg/employment-practices/leave/shared-parental-leave (Links to an external site.)) announced on 20th Feb 2017. Such policies had however not been very effective in enhancing the birth-rates. Discuss if/why the government should be concern about such personal and family decisions such as having children. Appraise why these policies and efforts had not been effective in influencing Singaporean's decision to have more children, and what else could be done to encourage Singaporeans in having more children."
