Guideline for the Writing of Service/ Business Improvement/ Enhancement Proposal as Requirement for the Joint Fellowship Program of HKCHSE & ACHSM 2016/17
To whom is the proposal targeted?
The proposal should be addressed to high level decision-maker of your organization, mainly the CEO level. If your position makes such direct proposal to the top inappropriate, you can address the proposal to your department head or General Manager, who will be in a better position to further submit the plan (with or without modification) to the top management.
What is the proposal about?
The proposal can be targeted at anyone or combination of the following:
Change or modification of corporate strategy in response to new opportunities or threats or new business trends
Enhancing business competitiveness leading to increase in market share or profitability or both (private sector)
Development of new service line or model or adoption of new technology
Creation of customer values resulting in higher customer satisfaction (public healthcare sector)
Uplifting staff productivity
Improvement in service quality or patient/staff safety
Cost containment measures to overcome financial hardship of organization
Staff training and development plan to meet future service needs
Content of the proposal
Your role and accountability in the organization for writing such proposal
Gaps identified in the organization that require prompt action
Issues behind the gaps that should be addressed
Relevant statistics or literature if available to support your views
Pre-requisite conditions for success
Need for new management structure (steering committee, working group, task force) to be set up
Engagement of concerned staff for their support
Time frame for implementation with dates of important milestones
Personnel responsible for implementation
Financial investment in terms of plant, equipment and IT systems
Staff training required for the program
Key performance indicators or outcome indicators for monitoring and how data are to be captured
Back-up strategies or contingencies for untoward occurrence affecting the program
Sustainability of the program in the long run
Proposal length
The total length of the proposal should be within 2000 words and references are encouraged.
Marking of proposal
Will be based on the following criteria and weighting:
Significance of proposal to organization/department 20%
Supporting references, examples and benchmarks 20%
Rationality or scientific reasoning of proposal 20%
Quality of proposal content 30%
English proficiency 10%
Total 100%
Deadline for submission:
Submission of draft proposal to mentor for review – 16 April 2017
Submission of completed proposal– 21 May 2017
