Background Story
There is a growing recognition by governments and private institutions that a mobile disaster management system (MDMS) could help to minimize the fatalities of human lives when natural disasters occur.
Daisy, your client leads a small IT team in an organization (around 100 employees), whichspecializes in producing digital imaging products (e.g., digital cameras). This business is located in a city where there arefrequent earthquakes. Daisy is in the process of changing the traditional telephone-based disaster management system of the organization to a new system, which focuses on making use of mobile technology as a means of enhancing the organization’s response capabilities in times of nature disaster such as earthquake. For example, such a mobile disaster management system could get information updates from the nation’s disaster alert system, provide information for people to help,useinformation from social media such as twitter, facebook to understand hot topics and predict tipping event, and push disaster alerts to individual mobiles. Another important application is the rehearsal of efficient disaster recovery procedures after natural disasters .
Nonethelesswith this idea in place, there is no existing commercial off-the-shelf software suitable to be purchased for the organization. There arealso no prior similar projects to refer to. Apart from being within this limited budget, Daisy also wants to have a Cloud-based implementation.
With a limited budget of $100,000,000 (for the project and the consultancy company), Daisy has approached MQ IT Solutions, to advise her and her team onfeasible approaches to carry out the project. Daisy hopes to have following main features in the system:
o Cloud-based;
o Support most wired, wireless and mobile devices;
o Support push-functionalities (e.g., pushing alerts to users);
o Open Source;
o Incorporate information from social media such as Twitter;
o Easy to integrate with current systems.
