Background In the Sultan of Oman, nobody can deny the significance of the Diwan of Royal Court as a government agency. This organization links the departments and leadership. The function of this institution is to receive and send correspondences daily thus trigger an immediate action. Currently, the agency has been handling the enormous amount of these mails manually thus making the work difficult. As a result, the employees can achieve good quality based on the work performed, especially in handling the incoming and outgoing correspondences. Without a doubt, nobody can discredit the significance an electronic archiving because the process involves the conversion of paper documents to electronic records through scanning and storing them using the storage media circulation. In many countries, public and government organizations continue to invest in the electronic archive system. Given the challenges experienced in handling the voluminous correspondences and paperwork daily, the need to build an electronic archiving system will salvage the Diwan of Royal Court. It will thus be prudent to conduct research that will help to identify the significance of electronic archive systems in the Sultanate of Oman’s Diwan of Royal Court that remains relevant government agency. Objectives This proposal aims to establish, develop and build an electronic archive system that will replace the manual or paper-based files thus create the best working environment and maximize electronic record keeping. The objective will be to understand and interpret the workflow in the Sultanate of Oman’s Diwan of Royal Court. This proposal will focus on identifying the difficulties that the workers of the Sultanate of Oman’s Diwan of Royal Court experience in handling the current manual archives. The study will also allow the researcher to determine the benefits of adopting the system for this agency. Methodology The study on this issue will involve the use of literature study that will encompass the maximization of different theories that can help to solve the challenge of building an e-archiving system. With the best archiving model, it will be prudent to review different literature reports and journals thus allow for the formation of a definite opinion as provided in the objective-based studies. The candid knowledge obtained from the previous studies will enable the researcher to develop the best approach to devising the desired model. The researcher will also use descriptive research methodology involving the administration of open- and close-ended questionnaires. The proposed electronic model will be successful depending on the stakeholder’s participation in the Royal Court. The surveys are desirable for this study because it will help to collect the views of every participant thus enhance the identification of the research scope. Conclusion The e-archiving system stands to offer the best benefit to the Sultanate of Oman’s Diwan of Royal Court. This is the only way to reduce bureaucracy and enhance routine duties through administrative work. The proposed model will ensure the Royal Court meets the required policies thus maintaining a reliable and secure document processing system. This system has proved efficient and flexible, regarding information policy as it allows the users to set fair and legal policies to benefit the agency.
