TRANSPORT POLICY 2017
Assignment 2—The Major Essay and short seminar presentation

Value: 70% of final course assessment
(The weighting for the assignment components is 75% for the essay and 25% for the individual seminar)
Submission: Please submit your essay through Learnonline which can be accessed via the course web home page. Please make sure that you have your name, course name and assignment number on every page header of your essay and slide presentation. The number of the essay question you are answering must be indicated on the first page of your essay. Your essay should have a title related to the essay question that you choose to answer. Your file must be a Microsoft Word document. You may also upload Powerpoint slide/s for your individual seminar presentation. Your individual seminar presentation should be no more than 10 minutes in duration and have at least one supporting Powerpoint slide identified with your name, chosen question and essay title. The individual seminar component will allow you to highlight the key findings and conclusions in your essay.

1. Appreciate the political, economic, environmental, social and financial objectives to which transport policy is directed.
2. Demonstrate an understanding of the institutional and political context in which policy is made.
3. Obtain knowledge of the range of transport policy responses to various transport related problems in urban and regional areas.
4. Appraise and apply transport policy solutions to solve a particular transport challenge.
The assessment criteria for the essay is set out in the assessment proforma for this assignment. The assessment proforma sheet with indicative ratings relating to the feedback criteria and comments will be provided with the assessed essay.

Question 1-Low Carbon Mobility
Critically review metropolitan transport policy for an Australian city of your choice in terms of ensuring minimised transport emissions over the next 30 years whilst meeting the mobility demands of the metropolitan area that you are examining.
Question 2-Investment in Transport Infrastructure
Critically review metropolitan transport policy for an Australian city of your choice in terms in terms of planning for future transport infrastructure needed to accommodate demands for future mobility over the next 30 years.
Question 3-Public Transport
Critically review the capacity of metropolitan transport policy in an Australian city of your choice for your choice of public transport (i.e. bus, tram, rail, ferry) to meet that city’s transport demands over the next 30 years.
Question 4-Sustainable and Healthy Urban Mobility-Walking
Critically review the capacity of metropolitan transport policy in an Australian city of your choice in facilitating increased walking over the next 30 years.
Question 5-Sustainable and Healthy Urban Mobility-Cycling
Critically review the capacity of metropolitan transport policy in an Australian city of your choice in facilitating increased cycling over the next 30 years.
Question 6-Technology and Urban Mobility
Review the role of a new transport technology or technologies in terms of facilitating improved urban mobility in an Australian city of your choice. What policy options would you recommend to manage and regulate the introduction of transport technology/technologies over the next 30 years?
Question 7-Equity in Urban Mobility
Review the issues associated with ensuring social equity in the provisioning of public transport in an Australian city of your choice. Critically examine the policy options to provide people with better, more affordable and effective transport services. What policies would you recommend to ensure social equity in urban public transport?
Question 8-Financing Investment in Urban Mobility
Review policy options for the financing of major elements of new transport infrastructure for an Australian city for one of the following transport infrastructure investments: (1) the provision of main roads; (2) mass transit systems (e.g. heavy commuter rail systems, light rail systems, metropolitan subways); (3) ports; (4) airports; (5) road freight handling facilities; or (6) rail freight services.
Your essay should provide recommendation/s on the preferred financing model for the type of transport infrastructure investment that you have chosen.
Question 9-Freight Transport
Review issues surrounding the transport of freight in urban areas in a city of your choice. Evaluate the current policy approaches to managing these issues. Develop new policies to accommodate freight traffic over the next 30 years.
Question 10-Regional Transport
Review the transport issues affecting a particular regional area in Australia. Develop a range of transport policy options that could be applied to solve and manage these issues.
