Scenario
Consider yourself as CPD consultant You are hired to plan staff capacity development throw the need of each job role and you are talking to RIFKA ZIYARD, Manager - Tax and Regulatory at KPMG Sri Lanka. Targeted professional development has played a crucial part in her career advancement and her ability to add value for employers and clients.
THE CASE
For RIFKA ZIYARD ACMA, CGMA, continuing professional development – both formal and informal – is linked intricately to career development. She completed her CIMA exams in 2003 and became a member in 2008. This supported rapid progress in her early career, which started with a role as accountant at BRANDIX Textiles, based in Colombo, Sri Lanka.
Keen to keep studying, RIFKA also started a degree in commerce at the University of Colombo, and graduated in 2006.
That also helped her move to her next role - Assistant General Manager at QUALITEA Ceylon, in the same year. In 2009, she started a Master’s in Business Administration (MBA), also at the University of Colombo, with a focus on strategic management. ‘The MBA included theoretical and practical assignments,’ says RIFKA. ‘We went to companies to see how they operated, for example in creating proposals and making presentations. ‘One valuable aspect of the MBA was helping me identify that I needed to improve my presentation skills, which I did by attending seminars on the subject. The Master’s was also very useful because of the contacts you make and skills that you gain in team working.’
Taxation specialization
In 2011, while still studying the MBA, she also realized she needed to enhance her knowledge in taxation. ‘I had been managing finance and operations and that knowledge gap was a barrier to my next step, which would have been into a head of finance or other divisional role,’ says RIFKA.'I moved to a specialist role in KPMG’s tax division in Sri Lanka, working directly under the head of tax. I also started a basic, six-month course at the Sri Lanka Institute of Taxation, which is the recognized body for taxation in Sri Lanka. KPMG felt that my previous commercial experience and the MBA would help me to understand the businesses that we work with.'
RIFKA then went on to do the advanced course at the Sri Lanka Institute of Taxation in 2012 and become an associate member of that institute. ‘That means I can represent the client with the Inland Revenue service, which provides added value here,’ she says. ‘As soon as I completed the advanced taxation course, I was promoted to a manager role.
‘The added qualification and the encouragement given by my employer, gave me confidence that I could manage tax even though I didn’t have much practical experience in taxation.’ All these experiences have given RIFKA a firm faith in the importance of CPD in supporting career progression. She says that she now discusses development issues regularly with her reporting partner and gets feedback to make sure she stays on the right learning and career paths.
Her next plan is to study advanced courses in international taxation and to learn about the new trends in international taxation such as the foreign account tax compliance act (FACTA) and common reporting standards (CRS).‘I am looking for seminars on international taxation or anything to do with double tax treaties so that I can gain extra knowledge,’ says RIFKA. ‘It is important to stay updated about the market and policy changes.’
She also wants to move into the field of merger and acquisition tax, and plans to learn a new language so that she can talk to international clients in their tongue. RIFKA is also lecturing at Colombo University for the MBA on tax planning and management. This motivates her to keep updated with the subject and learn new things to share with the students. ‘The MBA students are from different fields and their perspective on taxation also adds to my knowledge – so it’s a reciprocating relationship,’ she says.
Keeping up to date with clients
For informal development, RIFKA reads a wide range of publications and news websites to keep up to date with market events. ‘This is important, as it is good for the client to know that we understand their industry and how it works,’ she says. As well as talking to her reporting partner, she also monitors her own CPD constantly to identify areas for improvement. ‘The best person of all to identify what I need to do is me,’ she says. ‘CPD monitoring helps create a road map for your career, and is useful whether you are starting out, or have been working for 10 or 20 years. ‘Throughout your career you reach different levels where the required skills are different. If you don’t update your CPD, you will be identified as a static personality, rather than dynamic and up to date. Many qualified people enter the market continually, so if you are only known for one skill or quality, you cannot keep ahead.’

Assessment
Learners can use their own workplaces as a base for much of the assessment for this unit. However, if they are not a part of a suitable organization, other strategies may have to be used, for example a work placement, a detailed investigation of an organization or the use of suitable case study material.

GRADING CRITERIA
To achieve a Pass, a student must have satisfied all the Pass criteria for the learning outcomes, showing coverage of the unit content.

Only one opportunity for reassessment of the unit will be permitted.
A student who undertakes a reassessment will have their grade capped at a Pass for that unit.

Guidelines for the Assignment:
Use standard Arial font size 12.
Use 1.5-line spacing.
Have a 2.5 centimeters margin on the left hand side of the page and a 2 centimeters margin on the right hand side.
Include page numbers.
Headings: use 16 point Arial Bold for first level headings, and 14 point Arial Bold for second level headings. If a third level heading is required, use 12 point Arial Bold.
Attach a completed Statement and Confirmation of Own Work to the front of the paper copy of your assignment.
The first page of your assignment should be a title page, which should also state your name, BTEC ID number and the name of the Centre where you are studying.
Include a table of contents.
Start each task on a new page and include the question at the top of the page.
Ensure any diagrams, screen shots, PowerPoint slides, etc. fit correctly on the page and a referenced, for example, Fig. 1, Fig. 2, etc.
Check spelling, grammar and punctuation.
You should also ensure that you proof read your assignments, before submitting, because the MS Word auto checking software does not always highlight every mistake.
Use accurate Harvard referencing and include a bibliography.
