LEARNING OUTCOMES
On successful completion of this assignment, a student will be able to:
1 Recognise and analyse health and safety hazards, and their associated risks and
dangers, occurring in electrical work and plant operations.
2 Identify and analyse the associated risks to work activities, and recognise the main
causes of accidents and carry out risk assessment and management for the work
activities.
3 Apply health and safety legislation to relevant working environments and evaluate
their impact upon decision making strategies in the safety and health management.
4 Evaluate and apply occupational health and safety management systems and

ASSIGNMENT DETAILS
Case Scenario:
Last year, the administration charges deducted from the sub-contractors were as high as HK
$2M. The number of electrical accidents was low but all are serious ones. No accident was
within the category of sick leaves in 7 days or less. However, the serious accidents had led
to issuance of Suspension Notices by the Labour Department that they were causing a great
loss in profit from suspended production and additional expenses in revocation of the
Suspension Notices. Even worse, the image of the company is also affected and tendering
of new contracts becomes more difficult.
PQ Company Ltd. is a medium size E&M Contractor. Each E&M project is headed by a
project manager who manages the daily operations of different sub-contractors who
employed Registered Electrical Workers (REWs) under Electricity Ordinance, Cap. 406.
The company has established a Safety Management System with a well stated safety policy
statement regularly reviewed and signed by the Managing Director. The Safety Plan is
comprehensive with roles and responsibilities for different levels of staff and sub-contractors
clearly stated. The OSH performance targets set for the sub-contractors are mainly
prepared for counting the number of non-compliance in their daily operation and accident
rates in terms of number of accidents per 1000 workers. Any non-compliance found during
OSH inspection and occurrence of accidents will cause payment of administration charges by
the sub-contractors.
The Managing Director asks you to review whether the performance targets and the penalty
system on non-compliance and occurrence of accidents in the safety management system
are still effective to promote positive OSH performance outcomes. He also wants to know
why the frequency of serious accidents was high when compared with the number of minor or
very minor accidents as only certified and experienced REWs are employed, and how the
safety performance can be truly reflected and rectified timely before serious accidents
occurred in daily site operations.
Read the case scenario and write a 2,500 word Report to management (management report
style) to report your findings in the followings:
• The strength and weaknesses of the performance targets and administration charges on
sub-contractors in accident preventions.
• The possible reasons on the low frequency of minor or very minor accidents when
compared with the high frequency of very serious accidents in PQ Company Ltd.

• Whether the current performance targets should be continued or modified with new
strategies in the safety management system for positive OSH performance outcomes.
The report shall be typed in 12-font, single spacing, and have 2,500 words in the main body,
which is properly referenced using Harvard Style Referencing. Your paragraphs should be
in clear blocks with a Report Cover Page, an Executive Summary, an index page with
paragraphing under appropriate headings and sub-headings. A word count on the main
body (not including the Report Cover Page, index page, reference list and Appendix)
MUST be included.
MARKING Criteria
(i) 20% of marks will be awarded for ability to identify the strength and weaknesses of the
performance targets and collecting administration charges on non-compliance and
occurrence of accidents in the safety management system based on the case scenario.
(ii) 20% of marks will be awarded for the explanation by an appropriate accident causation
theory applicable to the comparatively higher frequency of serious electrical accidents
caused to REWs.
(iii) 25% of marks will be awarded for discussion and proposal on whether the current
performance targets should be continued or modified with new strategies in the safety
management system and latest technical guidelines for positive OSH performance
outcomes.
(iv) 15% of marks will be awarded for an appropriate conclusion and recommendations.
(v) 20% of marks will be awarded for presentation of the report, including its essential topics,
the logical flow of ideas, clearly stated pros and cons, use of English, list of references
and enclosures in the Appendix.
