Project Management can be seen to be a 'high tech' skill set. However, effective Project Management also requires refined inter-personal and leadership skills (the 'high touch' aspects) to ensure projects achieve their objectives. In 1,500-1,800 words, explain what you consider to be the most important characteristics and skills of an effective Project Manager. Please address both technical skills and 'soft' skills in your response, and how a good PM integrates these to achieve best possible results.
